Children

1. Universal Access on Social Services (including pre-natal care):

   1.1 Full access on health services and intervention (physiological, mental) including special treatment and rehabilitation

2. Provide child care subsidies for solo-parent families

3. Establishment of early childhood development centers with specialists such as developmental psychologists in all cities and municipalities

4. Subsidies for families with children diagnosed with developmental disabilities and giftedness

5. Promote responsible and positive disciplining of children. Pass and implement a law against all forms of physical and humiliating punishment on children.

6. End child labor and child marriages. Punish severely those involved in the exploitation of minors.

7. Strictly implement Child Protection Policies against Online Sexual Abuse and Exploitation of Children (OSAEC). Utilize technology tools to block or filter inappropriate content online. Install mechanisms in schools, workplaces and public places to report OSAEC-related content and transactions. Increase community efforts to spread awareness and campaign against OSAEC.

8. Counter efforts to lower the minimum age of criminal responsibility. Ensure full implementation of the Juvenile Justice and Welfare Act. Provide rehabilitation services for Children In-Conflict With the Law (CICL)

Out-of-school youth

1. Equal and full accessibility to all State programs for integration to formal and informal education and work

   1.1. Skills and capacity building programs of TESDA and other state initiatives;

   1.2. Resumption of formal schooling up to tertiary education

   1.3. None to low interest loans for small-scale enterprises upon TESDA graduation

2. Guaranteed holistic development

   2.1 Curriculum must include: include labor rights education, and financial literacy among others

3. State guaranteed job placement

4. Establishing of TESDA Centers in all provinces with close coordination with local government units

Education

1. Public funding of all school facilities’ retrofitting costs to ensure safe resumption of face to face classes in the new normal
2. Subsidies for utilities costs (internet, electricity, etc.) of distanced segment of blended education
3. Moratoria on all school fee increases until the pandemic is over
4. Public funding for COVID-related medical costs of students and school staff
5. Achieve zero backlog in public school classrooms and facilities suitable for distance learning and face-to-face classes to ensure free accessible and quality education
6. Free tuition fee for educators in acquiring a Master degree and PhD. They also must have sufficient tools for instruction such as laptops, and internet access

7. Inclusion of climate science, labor rights and sexual and reproductive health education as a regular and mandatory subject in all levels and in all educational institutions
8. Fully competent, well equipped, and accessible students’ helpdesk for cases and concerns such as issues of sexual harassment, mental health, at safe spaces, cyber bullying and other forms of harassment in the household and in campuses.
9. Internship programs shall be encouraged as part of the educational growth of all tertiary students and interns shall be paid in wages for their services
10. Reform the education curriculum that is geared towards national development instead of the international job market
11. Policy shift that will achieve full realization of the constitutionally guaranteed right to education of all Filipino citizens instead of the national scholarship program known as the Free Education Law.

12. Working students must be provided with full consideration by school administrators with regards to payment of school fees, class schedules and other pertinent matters.

13. Student Assistants receive wages for their contributions to the school and must be protected from abuse and other exploitative practices.

14. Complete termination of all discriminatory admission policies of schools that impede on the right to education including those that discriminate against pregnant and unwed students, single parents, due to their sexual orientation, gender identity and expression, PWDs;

15. Sufficient funding for student councils, publications and campus organizations and banning university administration from intrusion

16. Institutionalize Green Campuses by shifting to renewable sources of energy and introducing green architecture to effectively decrease our schools’ carbon footprint.

17. Enact the Universal Students’ Magna Carta

    17.1. Declaration of Students Rights

    Must contain all unalienable rights that shall be the basis of state policy with regards to the campus life of students in all levels, both private and public schools.

    17.2. Rights include:

    • Absolute and unconditional right to academic freedom that is free and superior to any political influence, and market demands
    • Right to free, quality, accessible education
    • Right to swift, reasonable, and competent due process
    • Right to organize and spaces to organize with no prejudice
    • Right to student councils and governments
    • Right to student press freedom, campus publications, and access and publication of other alternative forms of media
    • Right to a safe and secure campus from state security forces, surveillance, harassment and violence
    • Right to a clean, green, healthy, and sustainable campus and campus practices
    • Right to a mentally and physically healthy academic environment which is centered on youth development, academic excellence, and social awareness rather than profit and market-driven demand
    • Right to SOGIE Equality and Anti-Discrimination on the basis of sex, religion, organization, affiliation, beliefs, identity, and physical conditions
    • Right to sexual, sexuality, sex education, and reproductive health education and support
    • Right to additional, sufficient, and accessible facilities and programs for students with additional needs
    • Right to academic freedom, expression, and works with full support towards academic excellence and social awareness

Young Workers

1. Full employment must be guaranteed by the State for fresh graduates
2. They must be accorded all rights and benefits provided by the Labor Code
3. They must not be discriminated against for their lack of experience, their SOGIE and ethnic and religious backgrounds.

Special concerns

Youth PWD

1. Campuses must have the capacity to deal with the mental health problems of students with sufficient professional staffing that will include a doctor, a psychologist, counselors and nurses.
2. Ensure campuses in all levels are equipped with facilities for PWDs

Youth Gender

1. End child rape. Support raising age of sexual consent from 12 to 16. Ensure protection of victims of rape, regardless of gender. Remove marriage as a forgiveness exemption that frees perpetrators when they marry the victim.

2. Mandate schools to provide legal, psychological and moral support and resources to victims of sexual harassment and/or misconduct of professors, school administrators, and staff

   2.2. Blacklist and revoke teaching licenses of campus predators

3. Ban discriminatory dress code policies

   3.1. Mandate all schools to provide SOGIE and gender sensitivity training to all students and university employees

4. Implement appropriate sexual and reproductive health (ASRH) education across all levels both public and private (including TESDA, ALS)

   4.1. Review and upgrade sexual and reproductive health (ASRH) curriculum.

   4.2 Guarantee easier access to contraception to address teenage pregnancy

   4.3 Ensure access to free and safe medical and surgical abortion and post abortion services for all, including minors

The SK Federation and National Youth Commission

Review and amend laws that created the SK and the NYC in order to ensure that they are free from partisan and sectarian interests. Their activities and funds must not be subjected to other government bodies so as not to compromise the formulation of its policy recommendations, programs and operation

Academic Freedom

• Karapatan ng mga estudyante at kabataan na maging mayorya sa mga pagtatalaga ng mga pamantayan, proseso, o mga parusa na ipapatupad ng mga paaralan.
• Itama ang mga curriculum, aktibidad, at paraan ng pagtuturo upang masiguro ang pisikal at mental na kalusugan ng mga kabataan. Kaakibat nito ang karapatan ng mga mag-aaral sa libre, aksesible, at de-kalidad na mga pasilidad at programang pang pisikal o mental na kalusugan, kasama ang mga gamot, pagkain, o aktibidad na kailangan upang maging malusog ang pangangatawan at isipan ng mga mag-aaral
• Magsilbing tanggulan ng academic freedom ang mga paaralan upang panatilihin ang malayang diskurso at pang-akademikong pag-unlad ng mga mag-aaral tungo sa panlipunang pag-unlad at hustisya. Sakop nito ang karapatan sa malayang pamamahayag, mga akademikong gawain (papers, libro, debate, programa, proyekto, atbp. akademikong output). Kaakibat ito sa unconditional at absolute na pagbibigay ng libre, dekalidad, at aksesibleng edukasyon sa lahat ng mga state universities, at pagproprotekta sa mga mag-aaral sa mga pribadong paaralan tungo sa kanilang academic freedom.

Student Rights and Welfare

• Ang mga proseso, polisiya, o mga kilos ng mga paaralan ay dapat nakabatay sa Declaration of Students Rights at naka-sentro sa academic excellence, social awareness, at hindi sa kita at mga pangangailangan ng merkado. Ito ay dapat magsilbi sa pagtatayo ng isang lipunang demokratiko at pantay-pantay.
• Magkaroon ng tunay na mga helpdesk para sa iba’t ibang issue na kinakaharap ng mga estudyante (sexual harassment and intimidation, academic harassment and discrimination, fraternity-related violence, crime and violence, atbp.) na mabilis at epektibong magbibigay ng solusyon at lunas sa lumalalang sitwasyon sa mga paaralan. Ito rin ay kaakibat ng proaktibong pagtugon ng mga paaralan upang malutas at tuluyan nang maging ligtas at payapang lugar ang mga paaralan (e.g. street lights, CCTV, more security guards, constant SOGIE orientations, counseling and therapy, atbp.). • Panagutin ang mga organisasyon, gaya ng mga fraternities, na patuloy ang pambabastos at pandarahas sa mga kababaihan, at mga estudyanteng nasa non-cisgender SOGIE spectra.
• Ipagbawal ang mga polisiya o aksyon ng mga paaralan na may disriminisayon dahil sa pisikal na kalagayan ng mga mag-aaral (i.e. mga buntis na ine-expel, sinususpend; mga buntis na hindi inaadmit o mga single mothers na hindi inaadmit dahil hindi kasal; mga PWD, partikular na SOGIE, o kasarian, na hindi pinapayagan sa mga espesipikong kurso o mga asignatura dahil sa kanilang pisikal na presentasyon o kalagayan, atbp.)

Right to Organize

• Maglaan ng pondo upang masiguro na may sapat at maayos na mga pasilidad ang mga paaralan upang makapag-organisa ng malaya at matagumpay ang mga estudyante para sa panlipunang pag-unlad. Mapa-on-campus o online na pag-oorganisa man, ang mga pasilidad ay dapat tunay na aksesible sa mga organisasyon na walang bayad at mahirap na proseso sa pag-access.
• Hayaan ang kahit sinong estudyante na sumali ng kahit anong organisasyon (i.e. #NoToFreshieRecruitmentBan) at hayaan ang kahit anong organisasyon na makapag-recruit ng kanilang mga miyembro
• Protektahan at ipagtanggol ng mga paaralan ang kanilang mga organisasyon laban sa iba’t ibang mga atake sa kanilang mga imahe na maaring maglagay sa panganib sa mga miyembro nito. Tungkulin ng mga paaralan na pangalagaan ang mga mag-aaral sa loob o labas man ng paaralan kahit ano man ang organisasyon na kanilang sinasapian
• Maging reasonable, mabilis, at tunay na makabuluhan ang mga org recognition process kung saan may positibong dulot ito tungo sa pagsulong ng mga karapatan ng mga mag-aaral sa Universal Students’ Magna Carta at pagpapayaman sa mga skills at kaalaman ng mga mag-aaral tungol sa academic excellence, at panlipunang pag-unlad at hustisya
• Maglaan ng sapat na pondo upang suportahan ang mga malikhain at mga makabuluhan na proyekto o programa ng mga organisasyon tungo sa kalinangan ng mga mag-aaral at panlipunang pag-unlad at hustisya. Ito dapat ay madaling ma-access at agarang maibigay sa mga organisasyon
• Kilalanin ng mga paaralan ang karapatan ng bawat kolehiyo, departamento, o sub-unit ng paaralan ang karapatan ng mga estudyante na makapag-tatag ng student council o government. Dapat itong kilalanin ng mga paaralan at makapaglaan ng sapat na pondo at kaayusan upang makapagdaos ang mga student council o government ng eleksyon, mapa-offline o online na eleksyon man. Kaakibat nito ang access at mayoryang posisyon ng mga student councils at governments sa mga patakarang nais ipatupad ng mga paaralan na maaaring makaapekto sa kanilang mga kinauukulang mga kinakatawang mga mag-aaral
• Maglaan ng sapat na pondo para sa mga student councils at governments upang masiguro ang kanilang mga proyekto at programa na tunay na tutugon sa mga pangangailangan ng mga mag-aaral at tungo sa panlipunang pag-unlad at hustisya.

Right to Student Publications

• Maglaan ng pondo para sa mga student publications upang maging epektibo ang mga ito sa pagco-cover ng mga balita di lamang sa kanilang mga paaralan kundi pati na rin sa komunidad na kinasasangkutan ng paaralan. Ang mga pondong ito ay dapat matulungan ang mga student publications na makapag-imprenta ang mga dyaryo, makapaglunsad at makapag-maintain ng kanilang mga sariling website, makabili ng mga kagamitan para sa pag-lalayout at pagco-cover (camera, powerful laptops, internet, printers), at allowance para sa pagpunta sa iba’t ibang mga lugar kung saan man may balita.
• Siguraduhin na ang mga proseso ng pagpili ng mga Editor-in-Chief ay patas, mabilis, epektibo, at naka-sentro sa merit and fitness ng mga aplikante. Dapat ang Editor-in-Chief selection process ay malayo sa impluwensya ng iba’t ibang mga interes na maaring magsapanganib ng malayang pamamahayag ng mga campus publications at sa kanilang independence bilang isang publikasyon

Right to Healthful, Clean, and Green Campus

• Gawing COVID-safe ang mga paaralan sa pamamagitan ng paglalagay ng sapat na mga air purifier, HVAC systems na nililis o sinisigurado na dumadaloy ang malinis na hangin at hinihigop ang maruming hangin palabas ng mga silid-aralan, at sapat na mga classroom para ma-implement ang social distancing. Prioridad na mapondohan ang mga ito upang ma-maintain ang classroom to student ratio na alinsunod sa social distancing at iba pang health and safety protocols
• Gagawing polisiya ng gobyerno na ang mga susunod na mga paaralan ay gagamit ng green architecture at renewable sources of energy upang maibsan ang carbon footprint ng mga paaralan. Maglalaan ng sapat na pondo upang masiguro na ang mga espasyo at pasilidad ay ginagawa upang maging maginhawa at matiwasay ang kalagayan ng mga mag-aaral. Kasabay ng polisiya na ang mga susunod na mga imprastraktura ng gobyerno ay green at naka-disenyo sa pagiging tropical na bansa ng Pilipinas, ang lahat ng mga paaralan ay susunod rin upang maging presko at ligtas ang mga ito.
• Pagdagdag ng mga halaman, puno, at iba’t iba pang pananim, hangga’t maaari sa mga nakatayong mga paaralan at gawing polisiya na dapat ay hindi bababa sa 33% ng lupa ng isang paaralan ang nakalaan para sa mga puno, halaman, at iba pang pananim. Ito ay hindi lamang para sa pagpapalago ng ating kalikasan kung hindi pati na rin sa mental at pisikal na pag-unlad ng mga mag-aaral.
• Maglaan ng pondo para sa libreng pagkain ng mga mag-aaral na masustansya, sapat, at hindi pahirapang makuha. Bukod sa ang lahat ng mamamayan ay may karapatan sa pang-pagkaing soberanya, hindi tunay na libre, de-kalidad, at aksesible ang edukasyon kung walang masustansyang pagkain na libre at aksesible para sa mga mag-aaral. Ito ay makakatulong sa kanilang mental at pisikal na kalusugan at sa kanilang pang-akademikong pag-unlad.
• Kaakibat sa plataporma sa mga pasilidad, maglalaan ng natatanging pondo para sa mga clinic at sisiguraduhin na may sapat na doktor, psychiatrist, nars, at iba pang mga medikal na propesyunal na nakatalaga sa mga paaralan, bilang kapartner ng mga barangay health clinics, upang magbigay ng dekalidad at aksesibleng pisikal o mental healthcare para sa mga mag-aaral.
